Hydrogen bonds are what keep liquid water together. (Compared to ice, liquid water has fewer hydrogen bonds.) Since oils and fats lack polar components, they must break some hydrogen bonds in water in order to dissolve in it. Water is incapable of doing this, so the oil must remain apart from the water.
