What is the significance of reserved powers? They allow Congress to create policy in areas that the framers of the Constitution knew needed improvement. They permit the states to create policy in areas where the framers prohibited interference from the federal government. Congress and the state governments share powers in areas so that they can both meet the needs of their constituents. Congress can create policy in areas that were not originally a concern in the early years of the federal government.
