My guess is that since they can read lips, they can probably mimic the way we move our mouth and tongue to create sounds and words.
That's prob why when a deaf person talks, you know what they are saying, but it can sound a bit off.

Using their sight, they can see how we use our lips, mouth, tongue, etc, to create certain sounds. Then they just mimic that, to create the sound.

Deaf people don't hear, they usually never do, either, unless they have a special operation performed on them. They [learn to] read lips, for the most part, but cannot understand sounds that are created by animals/inanimate objects. As for communication, deaf people communicate using sign language.
