Extrinix:

Try shifting the circle, that's all the reflection really is. Start small, at the point where the moon and water meet, then as you get larger, shift it to the left and right, if you need to draw the reflection as a circle (not shifted) in order to line up how you shifted, do so. Of course, once you reach the middle, start going smaller, still shifting left to right and such.

Extrinix:

I typically draw a circle with a pencil as a base, and then draw over it, lining up the reflection with the moon itself.
