It IS legal for them to be in a relationship, although it depends on your state - the age of consent varies in different states, so for example, in Maryland, the age of consent is 16 years of age, but Florida, the age of consent is 18 years of age. My point is - don't get involved in sexual activities without knowing what state a person/the people live(s) in.
