to send pics in dms u at least need to be level 50, to send pics in All Subjects and miscellaneous, need to be level 10 to send it.

To send pictures to someone, you must have a minimum Smartscore level of 10 (this would be to post images in All Subjects). To send pictures via DMs, you have to be at least level 50. Otherwise, I believe that you may send pictures in posts from the time that you create your account. Hope this helps!
