I would say you are correct, because C is the only one that talks about things that came from the passage but B it used things from the passage and other outside information to be assumed is correct.

Its not really paraphrasing but B is giving more of a asubtion because it is telling us this information which yes it could be correct but we the reader of the person who is trying to answer this information we do not know if B would be correct because of the outside information that it is giving.
