Based purely on theory... If one could somehow build a DIY electrolysis based engine that heated the gases hot enough to be used as suitable fuel; would the government lose money? Jobs will be lost, gas prices will cease to be a huge issue unless GOV decides to inflate the price of water... Is it possible to create the emission free engine in a normal shop setting with said tools, or is it just not possible for normal person/mechanic/car specialist to accomplish? Toyota is in the process of developing their own version which could be evolutionary if it actually works.
It is possible to make a "gas" equivalent out of old cooking oil that has been sent out from restaurants. You have to modify your car in order for it to work but it is possible. Granted, with the matrix of the governments we live in, they have small rules that are often looked over which makes this processing illegal. (It's included under the "safe car" laws)
