I do believe you are correct with C because as it gave a short definiton of empowerment already. Empowerment means to have authority or power that is given to someone to do something. It can also mean the process of becoming stronger and more confident, especially in controlling one's life and claiming one's rights. So, yes C makes the most sense and therefore is the correct answer. The only other answer that would even be close is B, but its not quite right and C is the best answer to choose
