I think you are asking the wrong question. The question should be "At what mental or physical state should someone no longer be eligible for driving". Different people have issues at different times, and excluding specifically on age is not the correct approach. I would argue it should instead be mental and vision based requirements, with perhaps it being required every 5-10 years to have a checkup to renew your license.
