I would assume so, since there's different definitions of what aliens mean. The whole ocean floor hasn't been discovered, so in this context, alien would mean foreign or undiscovered sea creatures.

Broooo, there are no aliens in the ocean. We barely know what’s in there, but trust me, it’s just weird sea creatures, not little green men. The ocean’s just got some crazy stuff going on, doesn’t mean we’re hiding aliens under the waves.
