It's all about imagery. What color would you associate with Robins? I would assume they're referring the color of their feathers. Birds typically end up whistling as their form of communication, and from the last line "...on a low fence-wire" would mean they're perched on something. What is the imagery you can get from this?

robins will wear their feathery fire means that the robins will display their bright colored feathers especially the red orange feathers on their chests. this vibrant color is compared to fire striking appearance of the robins. whistling their whims on a low fence wire means that the robins will perch on low fence wires and sing cheerful songs. the word whims suggest the birds joy and fun nature.
