Are free verse or structured poems more effective in communicating a poet's message?

It depends on the poet's intent and the message they want to convey. But in my opinion,

If a poet wants emotional intensity etc.., free verse might be better. If they want to emphasize structure, musicality,etc..., a structured form could be more better But it comes down to the poet’s style and the impact they want to create.
