Because quantum fluctuations should give vacuum energy, but some unknown mechanism makes almost all of it cancel out leaving a tiny leftover that we observe as dark energy, instead of zero.

how do quantum fluctuations (should) give vacuum energy light rays and gamma should cancel out anything else and black hole energy is so spread it should also cancel out stuff that small

Because quantum fields can’t be completely turned off,even with no particles present, so empty space still has zero-point energy and gravity responds to that constant energy, which can’t be canceled away, only (almost) balanced by other fields.
