If you mean the little spot on the inner corners, those are tear ducts, they try to drain your tears or excess moisture from the eye. :)
Scientifically, they're called lacrimal puncta. Their job is to act as drainage systems to remove moisture from your eyes. They lead any of that moisture to your nose, ultimately causing the reason you may, though most people do, get a runny nose when having watery eyes.
