I believe so, because police chases can cause damage to properties and if they're trying to pop a criminal's tires, there could be a low chance that they pop the wrong cars' tires, which could lead to a hefty fee on the car owner due to the popped tires. so overall, yeah, I think so. and also, I think that police chases could cause the criminal to want to hide in a civillians' house, which could cause so much harm to said civillian if the criminal wasn't morally right or if they wanted to bribe the police to let them go or whatever. so yeah, I'd say so lol. sorrieee for this long ahh reply btw.. had to put in what I know about this stuff hehe
