yeah but this has to assume something such as : where is polaris situated when you are at london at 10 pm. you are missing this kind of information in order to do the question. or at what time does Polaris appear in which position. ill give you an example with a known star : Sun

if sun is at 2/3 of its place when its noon at london. it means you are at 2/3 of the 12hours... thus 6 hours away from london... its either 6pm or 6am... get it ? you are missing info on polaris or you are just not mentionning it and i honestly dont feel like making a reserch now lol

if its 6pm or 6 am in that time zone, it should indicate where it could be: in that specific time zone... in the case of the star, you know its durring the night otherwise you wouldnt see it

The sun will tell you you Longitudinal Coordination, and Polaris will tell you your Latitudinal. do you follow me until now ?

if polaris is at 2/3 of the horizon, it means YOU are at 2/3 of the north hemisphere. do you get this ? (this is because Polaris is in the NORTH pole and will always be, and will never move.)

because if you were in the SOUTH hemisphere, you would NOT see Polaris.

polaris is a star that never moves in the sky, it points the NORTH, ALL THE TIME.

if you are in the south pole, you can not see it. if you are on the north pole, it will be straight up your head.
