where is polaris situated when you are at london at 10 pm. you are missing this kind of information in order to do the question. or at what time does Polaris appear in which position. ill give you an example with a known star : Sun

if sun is at 2/3 of its place when its noon at london. it means you are at 2/3 of the 12hours... thus 6 hours away from london... its either 6pm or 6am... get it ?

if its 6pm or 6 am in that time zone, it should indicate where it could be: in that specific time zone... in the case of the star, you know its durring the night otherwise you wouldnt see it
