find the co-ordinate of the centre, the major diameter, the minor diameter, the coordinates of each vertex, and finally the eccentricity.

Complete the square twice (once with x and the other time with y), which came out to (((x-1)^2)/4)+((y-3)^2)=1 for me.

You should be able to find everything else out by using the information this equation provides.
