Apple has development kits and sdks for both iphone and ipads. The primary programming language you'll have to learn is objective C.
if you want to do it quickly, you'll want to to likely use iframes.
Well, the first thing is that you *have* to use Mac OS X, so you'll need a Mac.
The good news is that the SDK (software development kit) is very mature, and the UI builder allows you to build expressive, "iphone style" uis quickly
Part 2 is that you'll need XCode, which is Apple's Integrated Development Environment.
It comes on an install CD with a new Mac, though you may have to update it to the latest version after installing.
You'll also have to download the iPhone SDK from the Apple developer site ( http://developer.apple.com/); it comes with documentation on how to get started and many example apps.

Finally, as with any development, Google is your friend -- any time you have something you're uncertain about and whose answer you can't find in the documentation, google it. Someone else has probably had that issue and posted on how to fix it.
Also, when you are ready to publish your application, you'll need to pay for access to the Apple developer zone ($100 a year, I believe), and you'll need to submit your application for Apple's approval into the app store. Hope this helps!
shadowfiend is right but, if you want to test your application on actual iPhone or iPad even then you will need access to developer zone. If you want some help with Objective C, or iPhone SDK, then first choice would be Apple iOS dev center and you might also want to take a peek at stanford cs193p
