More than that you "should" place them in order or the median is garbage.

the mean is 18.125 the mode is 16; number used most often and the median is the number in the middle

3,16,16,16,22,24,25 so the median is (n+1)/2 I believe so its as you say (16+22)/2

clarification median is (n+1)/2th term or mean of the adjacent terms if there is no middle term and I missed out 23. My bad :(
