The Vermont's Prescription Confidentiality Law means that the drug store can't yell out, "Mr. Johnson's buying Viagra!" or tell ur Mother if you're buying birht control from them or not, or give your information to companies that will start spamming you. IDK the speaker/content burden protected expression part. The last sentence means that if someone chooses to press charges or sue about it, Vermont's case for why they should have the law is not strong enough- it can be shot down in a court or something
