They are the number of primes with the specified number of digits. There are 4 primes with 1 digit: {2, 3, 5, 7} there are 21 prrimes with 2 digits {11, 13, 17, 19, 23, 29, 31, 37, 41, 43, 47, 53, 59, 61, 67, 71, 73, 79, 83, 89, 97} and 143 promes with three digits, etc.
