Either is possible; reading the article would give you more insight and context as to which option is appropriate.

I disagree; when you consider the title of the document, it's quite clear. "Transforming Worship" means that worship is being transformed. That means that "transforming" is a transitive verb with worship as its object; that's my opinion.

I would go with the second one, otherwise it would suggest that worship is going to be doing an action since it's the subject...but just to make sure, could you summarize what "Transforming Worship" is about in a few sentences?

To eliminate ambiguity, I believe proper context IS needed because either interpretation is plausible. One can transform the activity of worship; however, one can also undergo worship which transforms oneself. Neither is incorrect.
