This is a really good source on how to figure out the difference between the two. Essentially it comes down to the intermediate state being something you can see, or that can be measured, and if you were to write out the reactions you would find it on the product side. Transition states is more the step where bonds are still partially breaking and partially being formed. Transition states also have the highest potential energy on a reaction coordinate diagram.
