First we need to check if there is a solution. Get the GCD of 3 and 18. (3, 18) = 3 Then we see if 3 divides 11. It doesnt. So this congruence has no solution.

Basically what joemath is saying is that the left side 3x is a multiple of 3, but the right side 11 is not a multiple of 3 (the closest multiple is 12). So 3x can never be equal to 11 for any value of x in mod 18
