I have two line segments, AB and CD. The question is: Use AB and CD to construct line segments with the following lengths: 2AB-CD What does this mean?

It means that you should do two things:

1) make a segment which is twice as long as AB
2) subtract (erase) a segment as long as CD from step (1).
