wouldn't the direction of the coriolis force for an observer rotating in a circle, be same no matter whether the particle is moving radially out or in...?

I dont think so, direction of coriolis force (in rotating reference frame) for a particle moving radially in would be opposite of that moving radially out. WikiPedia: "Italian scientists Giovanni Battista Riccioli and his assistant Francesco Maria Grimaldi described the effect in connection with artillery in the 1651 Almagestum Novum, writing that rotation of the Earth should cause a cannon ball fired to the north to deflect to the east.[1]". 1- Graney, Christopher M.
