Could you be a little more specific?\[\frac{10.3}{10}=1.03\]
how?
A trick could be multiplying both decimals by 10 until they no longer are decimals, then dividing like you normally would. Just remember to divide the answer you get by 10 as many times as you multiplied with 10 in the beginning.
