Why does a polar molecule have a charge impbalance but is also electrically neutral?

Now i think im reading to much into this question and that it really just wants me to say; polars are imbalanced in structure so that they are more positive/negative at one end

Isn't it because the electrons are pulled toward one side making one side positive and one side negative, but overall, because the number of electrons and protons are the same, it's electrically neutral? idk lol :S
