You could use elimination to transform the matrix of vectors to reduced row echelon form (or even just echelon form) and then count the number of pivots. This gives the dimension spanned by that set of vectors. However, in this problem notice that the 2nd entry in all the vectors is 0. No matter how you scale or add the vectors, that 2nd entry will stay 0, so there is no way to "get" to e.g. <1,1,1> so this set does not span R^3
