Yes... PbSO4 is insoluble
\[Pb(NO_{3})_{2} (aq) + MgSO_{4} (aq) -> PbSO_{4}(s) + Mg^{2+}(aq) + 2NO_{3} ^{-}(aq)\]
if Ksp of PbSO4 is given we could have a more acurate investigation.....
a ppt may or may not form, it depends on the concentrations. Ksp calculations will determine whether the combination of ions is concentrated enough to give a ppt.

@Callisto you are generally correct, a ppt will probably form because PbSO4 is insoluble, but if the concentrations are weak enough, there won't be a ppt
