Those are very different numbers. The first has an implied precision of +/- 0.5 x 10^n, while the second has an implied precision of +/- 0.05 x 10^n -- ten times more precise. You should write the number in the way that correctly expresses its implied precision.

Not at all. It depends on the precision that is justified. If the data justify only the lower precision, than the higher precision number is worse, because it would mislead someone into thinking the value is known more precisely than it is.

Then the problem is insoluble. You cannot choose the correct way to write this number if you do not know what kind of precision it should have.
