Always. Think about this: if they have the same slopes, that means they are either the same equation or parallel. And since the y-ints are not equal, that means they are parallel. Parallel lines can never meet. |dw:1341347540451:dw| See?
Always. Since the solution of a system of equations is the point where the lines will connect, two equations with different intercepts and the same slope will never connect and therefore never have a solution
And if they never intersect, there can't be a solution because a solution = where the two equations meet
