You are looking at the "3". Look to the right for the next digit, regardless of any decimal point. If it is 5 or more, you make the 3 a 4. Otherwise you just keep the 3 a 3.

@tcarroll010 The concept of square-root is not incidental. Knowing squares and square-roots of perfect squares is necessary to do this problem mentally with no calculator or paper/pencil methods (which is what estimation is all about).
