entropy is a property of the state of the arrangement
its the measure of disorder of energy of a system .. it always increases for irreversible system, remains constant for reversible system but never decreases ..with the passage of time its increasing ..

Just from the novice perspective; I would argue that time is a measurement of change; and in order for any system to undergo change, it has to be comparable in time.
Its an index of how a system becomes disorganized. S=(k)Ln(W), k is the Boltzmann's constant, W is the disorder parameter.
Yes, it has to do with time. Typically as time increases entropy increases.
