what is the justfication for pure water being neutral

OpenStudy (aaronq):

from the auto-ionization of water \[2H _{2}O \leftarrow \rightarrow H _{3}O ^{+} + OH ^{-}\] the concentration of [H3O+] is found to be 1x10^-7, which is equal to the concentrate of OH- because water is neutral. finding the pH=-log[H3O+]= -log[1x10^-7]= 7 which is neutral
