You seem to have the surface charge density.  You know the E field due to a piece of charge is kq/r^2.  Integrate over the surface to add up the field contributions due to all bits of the surface charge.

Most likely this question is made easier by only asking for the E field on the x-axis if the plate is centered on the origin?

your charge is 8nc on a square plate of 22 cm x22 cm since E=(surface charge density)/2ε₀ so answer wolud be 8nc/22/22/2ε₀
