How do you make 0.1mol Lead solution with lead nitrate and nitric acid?

You cannot make a 0.1 M "lead" solution. Because lead is a solid metal. Can you check the wording of your question again?

I think he means lead ions. If you add lead to nitric acid, you will get a solution of lead ions and nitrate ions.

Ok, the nitric acid will dilute the lead nitrate solution. But we need to know the concentrations of the initial solutions to work out how much of either is needed. So the wording of the problem still lacks pieces of information.
