Well you have two unknowns, so you need two equations to solve for this. You basically have the coulomb force equation which should be obvious with the two charges unknown. Your other equation will be that the charges added together is equal to the total charge which they give you. Solve for your unknowns by plugging and chugging.
let k be 9 x (10(9 times)) and let charge on 1 ball be q1 other be q2 that says q2=0.00005-q1 apply coulomb law ie., kxq1x(0.00005-q1)/2/2 =1N as given solve for this q1 and find q2
