no, it is not B
\[y-y_1=m(x-x_1)\] is the "point - slope" form in your case \(x_1=7,y_1=-2, m=-3\)
Then it'd have to be D right?
make a direct substitution in to the formula and get \[y-(-2)=-3(x-7)\] which you would then rewrite as \[y+2=-3(x-7)\]

If its parallel, then the gradient is the same, so, we've got (4,-6) and m=-1/2, then use the point slope form \[y-y_1=m(x-x_1)\] \[y-(-6)=-\frac{1}{2}(x-4)\] \[y=-\frac{1}{2}x-4\]
