It would be a strong base, as 13 is higher on the scale of pH for high alkalinity.
Let me explain the pH scale for you. The pH scale goes from 0 to 14. 0 is very ACIDIC. 7 is NEUTRAL (Like the water that we would drink). 14 is very BASIC. ~~~~~~~~~~ 13 is very high up on the pH scale. It's very close to 14. And like TrashMan914 says, that means it's a strong base. It's very BASIC. You see?
