So if you focus on the left side first how do you add a number to a fraction?

well wouldn't you use inverse on the 3 and subtract it from -4?

you could do that too, guess that is simpler :)
so if you did that now you have:
\[\frac{ 2x-1 }{3 }\le-7\]

you actually multiply both sides so it would look like this:
\[3* \frac{ 2x-1 }{ 3 }\le-7*3\]
