valence electrons.. cuz they are the ones that are most loosely hanging in the outer most valence shell... cuz the force of attraction between nucleus and electrons is distributed from first shell being the most attractive and the last least attractive... and when two elements react with each other, their valence electron(s) get transferred bcuz every element wants to be stable and have 8 electrons in their valence shell..... i hope thats what you are looking for....:$

Like Na- has a negative charge, it wants to give away its valence electron to be stable. Whereas Cl+ has a plus charge, it wants to gain an electron, so when they react with each other they'll make ionic bond... very strong bond, as compare to covalent bond where an element basically reacts with its own element like O2 bcuz they are so reactive if they don't find anything to react with they'll create temporary bonds called covalent bonds they'll share their own electrons to fill their octet...
