Because at cold temperatures, molecules move slower, and a have less chance of impact, therefore making reactions slower.

for chemical reactions to take place , reactant molecules must collide with each other with sufficient kinetic energy so as to form products . At lower temperatures the reactant molecules do not have sufficient kinetic energy to bring about successful collisions and thus the reactions are slow
