Two charged smoke particles exert a force of 3.0E-5 N on each other. What will be the force if they are moved so they are 1/4.0 as far apart? How would I do this

I have not memorized the equation, but i believe the force is inversely proportional to the square of the distance. Since they have been moved closer by 1/4 squaring to 1/16, so the force would be 16 times what it was at the original distance.

so do i divide it by 16 or multiply it

Please re-read my post, it tells you that it would be greater by 16 TIMES

or this one A charged water droplet of radius 0.027 mm remains stationary in the air, as the electric force on it just balances the gravitational force. If the electric field of the Earth is 150 N/C, how many excess electron charges must the water droplet have?

I would need to know how many electrons equal a coulomb. then take .75 10^-6 times that. The charged water droplet I don't want to mess with it.......too unfamiliar with that.
