Although the first State constitutions guarded against too much power in the hands of the governor, the people soon found that A.the legislature also needed its powers curbed. B.no constitution could really prevent this problem. C.the qualifications of the office were enough to prevent this problem. D.this was best accomplished by keeping the veto power in the hands of the legislature.
