Well, from a basic standpoint, the nobel gases don't react much because their "valence shell" is already "full." The valence shell of an atom is the outer-most "layer" of electrons. The first shell can only hold 2 electrons. So when Z=2 (the number of protons in the nucleus), we'll have a full valence shell and an electrically balanced atom of helium (Nobel gas). The next shell can fit up to 8 electrons in a similar fashion. After this, the pattern of the octet is seen (8 outer valence electrons is relatively stable). A more detailed answer involves exploring the quantum mechanics of an electrically stable atom with an octet of electrons.
