A is an automatic no since you would need those things to efficiently support a large population. B is a possibility. C I'm not sure about, but I found this: "The low islands have thin soil and few trees and plants. Because of this, their populations are small. The high islands have many natural resources. Volcanic soil makes rich farmland and thick forests. People grow coffee, bananas, cocoa, and sugarcane." D as I said about A earlier, It would be hard for them to really support a large population in these kind of conditions, and a urban center is a city or a large and densely populated urban area. so I would think no for this one as well.
Because it is speaking about the low islands, I would say B.
