It is always a strong electrolyte in water.
It ionizes well in water.
It conducts electricity in solution.

nope. that's exactly what being a "strong base/acid" is.
The concentration is what is unimportant here, a strong base is strong whether it's 0.00001 M, 1 M or 10 M.
