I think you're missing some information here to first get molality.

(20 deg C change) / (1.86 deg C/m) = 10.75 m (10.75 mol/1 kg) x (6.5 kg) = 69.875 mol ethylene glycol (69.875 mol) x (62.0678 g ethylene glycol/mol) = 4337 g (4337 g) / (1.11 g/ml) = 3907 mL = 3.9 L ethylene glycol
